U.S. Army SEAM (Soldier Equipping and Asset Management), built on ServiceNow, replaces the two-decade-old ISM-CIF with a soldier-centric way to manage Organizational Clothing and Individual Equipment (OCIE). Live Army-wide since February 17, 2026, and led by TACOM, SEAM gives soldiers a CAC-enabled portal that works like a modern retail site: search gear, view photos, add to cart, order, track status, and schedule Central Issue Facility appointments worldwide, from any government-approved device.
For soldiers, that means clarity over guesswork. Records stay accurate across units and assignments, duplicates get flagged, recalled items surface automatically with a path to reorder, and plain-English descriptions replace the cryptic codes of the old system.
For commanders, SEAM delivers the first near-real-time view of the OCIE enterprise, pulling HR, logistics, training, and readiness data so leaders can forecast demand, cut waste, and confirm every soldier is equipped, mobilizing readiness at the pace the mission demands, not the pace paperwork allows. It's absorbing SMART, MICAS, APCR, and heraldry/medals ordering into one system of record. ISM-CIF sunsets by the end of 2026.
Ready the force.
